Evaluating Intelligence stuck

hi folks
i'm macroing eval int, and it seems like it stucked at 96.6, it gained twice for 3 hours so it's kinda weird
is it normal?
my stats are 97/26/100

1. If you are the 700 skill cap, check to make sure there are skills with the arrow down.
2. Make sure the arrow for evaluating intelligence is up.
3. Make sure you are using eval int. with the skill only. It does not raise when you cast spells.
4. When you train the skill, make sure your delay is about 6 seconds. The cooldown is lower than most other active skills.

Thats it really. From there, it may just be a tough skill
