When I've sold bags like this I've put them in the rares section. Not sure what a better category would be (I suppose "other" is the catch all). But all sorts of "spawning" items are considered rares and are sold in the "rares" section, so not sure how them spawning factors in to the point you're trying to make. The rarity of these items is certainly much less than other spawning "rares", but the category still seems appropriate, IMO.
